Yes. Non-Resident Indians and Overseas Citizens of India can buy residential and commercial property in India without prior permission from the Reserve Bank of India. Agricultural land, plantation property and farmhouses are the exception and cannot be bought this way.
Payment must come through normal banking channels — either money remitted to India from abroad, or funds held in your NRE, FCNR(B) or NRO account in India. Payment in foreign currency notes or traveller’s cheques is not permitted.
Yes. NRIs and OCIs can take housing loans from banks and housing finance companies in India. Repayments are made from your NRE, NRO or FCNR(B) account, by remittance from abroad, or from rental income earned on the property.
No. You can authorise a family member or representative in India through a Power of Attorney to sign and register documents on your behalf. The payment itself must still come from your own funds, through the channels above.

Yes. Rental income is usually credited to your NRO account and can be sent abroad after applicable taxes have been paid.
Sale proceeds can be repatriated, subject to RBI limits and applicable taxes. Broadly, the amount you originally paid in foreign exchange or from NRE/FCNR(B) funds can be sent back for up to two residential properties; other amounts are routed through your NRO account within the annual repatriation limit.
Refunds on a cancelled booking or allotment can be credited back to your NRE or FCNR(B) account, or repatriated, where the original payment was made from abroad or from those accounts — together with any interest due, net of taxes.
